The National Land Commission Secretariat (NLCS) has developed an online land transaction system called the ‘eSakor’. The system shall enable every individual or landowner to directly apply for land transaction online.

Before the new system is being rolled out, the NLCS would like to provide 10 days training to 50 unemployed graduates to facilitate in carrying out online land transactions especially at the Gewog level. On completion of the training, the certificate of competency will be awarded to the trained graduates who meet the required skills and pass the test. The certified graduate will be the ‘Certified Land Conveyancer’ and shall perform their duty as per the TOR developed by the Secretariat.

Therefore, interested unemployed graduates are requested to register their names with the Human Resource Division not later than 15 th October (Monday), 2018. This scheme is initiated in-order to enhance public service delivery through engagement of the unemployed graduates productively.

1. Main objective of the scheme

In the past, the process of land registration and transactions suffered from bureaucratic delays and was based on analogical paper-based documentation system. Though many systems had gone through computerization process, it dealt with the presentation of manually entered information rather than direct and automatic registration of digital applications. It was only the last decade that brought to reality the idea of real estate e-conveyancing according to which a land transaction should be automatically processed and registered from the stage of the application to the stage of final registration.

The National Land Commission put in a great deal of effort to develop a system called the ‘e-Sakor’. ‘e-Sakor’ is a web-based system to facilitate and execute online land transaction. Any individual or land owner can carry out a land transaction online from anywhere at any given point of time as long as the user has the security credentials required to access the system. Apart from enhancing public land service delivery, the system will also facilitate conveyancing and encourage reliance on public records and management of accurate and reliable land information system.

In order to facilitate the citizens in carrying out the land transactions especially at the Gewog level, this scheme of training unemployed graduates was initiated. The whole agenda is concerning ‘eSakor online transaction in partnership with unemployed graduates’. Apart from enhancing public service delivery in land, it is also targeted towards providing employment to the unemployed youth and engaging them productively.

2. Eligibility Criteria

Candidates applying for the course must meet the following specific eligibility criteria:

  1. Applicants must have a minimum qualification of Bachelors degree (any field)
  2. Applicants should have basic computer skills

Apart from the above eligibility criteria, the following attributes pertaining to the candidates will also be assessed:

  1. Dzongkha Unicode skills
  2. Willingness to work in rural areas

3. Competency Test

The NLCS will provide 10 days training to the short-listed candidates. During the training, the participants will be trained on the followings:

  1. Land Administration System in Bhutan
  2. Carrying out online land transaction through e-Sakor system
  3. Legal components of Thram

Upon the completion of the training, a competency test will be conducted to assess and test the skills and knowledge of the participants who are required to do the land transaction. The selected candidates will be certified as “Certified Land Conveyancer” who shall function as per the TOR developed by the NLCS.

The NLCS will provide the participants with Laptops and other required equipment for the training. Participants will also be provided working lunch and refreshments.

4. Functionality

This scheme will purely function on a business based model. The Certified Land Conveyancer shall charge the transaction fee as per the standard fee structure developed by the NLCS.
